Safari (3.1.1) tabs

Has the default behaviour for Safari with a single tab opened changed 
under 10.5.3?

When I open the application I now always have a single tab present, one 
with no close cross 'x' present. Once I open another tab the first one 
picks up a close tab. I don't remember this happening before.
