Opera: Network Preferences

It would so nice if Opera had Help info on each Preference option.  In 
fact what would be awesome if pop up help files appeared when the 
mouse hovered over
Anyway I did a search for this under OS X and there was only 1 hit and 
it seemed not too useful.  So is there any info on this in 
Preferences, Advanced, Network:
Max connections to a server
Max total connections
and other stuff on this page would be nice to know about.  
I'm on a fairly fast DSL connection with 1 gb ram on OS X 10.4.10.
