Can't close OS X 10.3.9 Preview windows of files on Windows 2003 Server

I am experiencing a very odd problem whereby an eMac user cannot close
Mac OS X 10.3.9 Preview windows (clicking on the Red X button does
nothing) for files on a Windows 2003 Server.  I do NOT have this
problem on an eMacs running Mac OS X 10.2.8 nor on OS X 10.4.3 and the
users all have the same permissions to the Windows 2003 Server share
(everything except FC) and they're Mac OS and Windows 2003 user
accounts are all non-administrator accounts who have all rights except
FC.  All Macs and the Windows Server are fully patched.

Any ideas?
