windows SteadyState

I have removed all terms related to "Windows SteadyState" from the
registry 
and from the 'msconfig' and also in 'Program Files'. However when I reboot

the systeem the systeems comes up with the following message "Wait to log
on 
while windows steadystate is being..." and then the systems 'hangs'. I am 
logged on as Administrator.
Rebooting using the 'Safe Mode' works fine however I am unable to
re-install 
Windows SteadyState.
 
Formatting the harddrive is the last option as I loose my 'speach-program'

settings and licenses. And besides...does this solve the problem??
