A Windows 2000 Terminal Server cannot use Per User licenses, it can
only use Per Device licenses (since Per User licenses where
introduced with Windows 2003).
Since you cannot install Per User licenses on a W2K system at all, I
assume that you installed them on a Windows 2003 TS Licensing Server,
is that correct? If so, you will have to call the Clearinghouse and
ask them to re-issue your licenses. Then you can install them as Per
Device licenses on the 2003 TS LS.
