Microsoft Intellipoint (Microsoft Mouse) keystroke issues

I'm using Microsoft Intellipoint 6.1, build 165 with an IntelliMouse 3.0
optical.

Overall, the software is quite robust, but I am encountering an issue
when assigning keystrokes to mouse buttons.

When I assign a keystroke using one keyboard layout (e.g. US QWERTY),
then switch to another on the fly (e.g. Dvorak), Intellipoint retains
the assignment of the mouse buttons to the locations on the keyboard
rather than the keys themselves.

For example, assigning the scroll button to 'P' on QWERTY maps it to 'L'
on Dvorak.

This is very inconvenient, because I frequently switch between keyboard
layouts.

Does anyone know a workaround for this without purchasing a third-party
USB driver?  If this is an Intellipoint bug, what would be the best way
to re****t it to Microsoft?
