Presumably you removed the Customize Toolbars and Menus command during a
previous customization. This change was then saved in the Normal
template.
If you had customized the menus while using a different do***ent
template, the change would have been saved in that template instead.
As I wrote before, renaming the Normal template will cause Word to
generate a new one.
That new template will use Word's default internal settings. That means
that all the standard menu commands will be there.
XL and PPT use a different method for customizing menus and toolbars.
