I want the Review Toolbar to open by default

Version: 2008
Operating System: Mac OS X 10.4 (Tiger)
Processor: intel

I make the change in customize toolbars and menus, but when the word
reopens, only the standard and formatting toolbars appear. Is there a way
to have the Review toolbar open at startup? Thanks.
