This works for me:

XY Scatter Chart. Right/CTRL-click the series, choose Format Series. In 
the Dialog, select the Error Bars Pane and either X or Y bars. Choose a 
Display (other than None) and select the Custom radio button. Click 
Specify Value. Enter + or - values (or both).
