How can I widen a row (cursor stuck in white cross)?

Hello. An easily answered question, I hope: I want to increase the size of
a 
row in my Excel 2003 spreadsheet, but when I place the cursor on the line 
separating it from the row below it, it no longer changes to the shape 
enabling me to drag the bottom line of the row to where I want it.
Instead, 
it persists in maintaining its (fat, white) cross shape. How can I get it
to 
abandon this cross shape? (And just for curiosity, what does the cross
shape 
mean?)
