By "they" do you mean "VirtualTracy"? I've been a Mac OS software
developer for over a decade and I've never heard of such a person in the
Mac dev world.
My point is that post may be on a Mac OS X Hints forum page, but that
doesn't necessarily mean it's endorsed by the Mac OS X Hints
administrator / owner! Anyone can reply to forum posts, after all. ; )

Yes - just understand what you are doing if you delete these files. In
some cases you may want to delete them. In this particular case, it's
not going to help the situation (regarding Entourage window placement).
