Try moving the MSOE "Preferences" to the desktop and try again.

If you are using Classic in OS X, it's here;
Macintosh HD:Users:(your name):Do***ents:Microsoft User
Data:Identities:(your id):Preferences.

Put it back if it makes no difference (overwriting the newly created pref
file).

I wouldn't try compacting, until I/you find out the reason for the
problem.
