I'd use the link from there to here;
<http://www.microsoft.com/mac/downloads.aspx#OE>
Outlook Express 5.0.6 for Mac OS 8.1 to 9.x
Following the link to here;
http://www.microsoft.com/mac/downloads.aspx?pid=download&location=/mac/DOWNL
OAD/OE/oe5.xml.......
English (.bin) < the one to use.
Which downloads as OutlookExpress506ENU.bin
When unstuffed; OE 5.0.6.smi
And again = Outlook Express 5 (A virtual disk. A window that is showing
the
sidebar will show the disk at the top, just under your main hard disk.)
Open that, and you'll find this message;
<- To install, just
<- copy this folder to your
<- hard disk.
BUT don't do that, the shortcut is broken.
Instead, open the "Outlook Express 5.0.6" folder, in there is another
folder, "Outlook Express 5.0.6 folder", THAT is the one to drag over to
your
Applications folder. (!)

See above, look at the sidebar in a Finder window.
