Hotmail - Access Denied

I tried to access my hotmail account through MSN. I was redirected to a
page 
which said that there was a sign in error, thus my account was closed and 
access is denied. Reading the terms more closely it said that I had
violated 
the terms of agreement. Then it listed out that by filling in a form I
could 
re-open my account. So out of curiousity I clicked the link...which took
me 
to Bell's home page. I have no idea what Bell has anything to do with 
Hotmail. So I'm totally stumped. 

I can't even access the hotmail website. So I don't know if this is my 
problem or hotmail's problem. On the other hand, I was able to sign in
using 
the banned e-mail address into Windows Live Mail (but still unable to
check 
my e-mail). I can still go on MSN with this address. So I'm throroughly 
confused...help!
