Ray, pardon me, but I must interrupt your questions...
Dangers abound on the internet, especially when it can affect
the safety of young family members. Upon first consideration,
a private location for his computer may be sensible, but not
a wise choice for observable safety. Curiosity and privacy are
strong motivators in youth, and a system that ultimately will
allow virtual strangers into your home via the internet sets up
an avenue you may not be able to watch. It's best to plan on a
location like a family room, kitchen, or open-access den, etc.,
so there won't be any question what he does, where he goes,
what he says, or of new friends he shares private thoughts with.

Others have answered your questions quite nicely, and I would agree
pretty much with what they've said.
Budget would be a wise consideration, so using an existing modern
monitor and USB keyboard/mouse is a good fit to a new Mac Mini.
Top-end Intel-processor mini's (new) are around $799, low-end $599.
Previous G4-processor mini's are around $200 less. And resellers
like MacMall, etc. sell for less. An iMac would also be a good choice.
....but Apple's website (store) offers promotions and reconditoned
units that you can consider for all sorts of models (w/ warranty).
If you go there, look for the red [save] tag in the side panels to
redirect to the Special Deals area.
