What's the ambient temperature where the computer is?

The CPU temps are not unusual.  As for speed, processors have an inverse
linear relation****p between operating temperature and speed with a factor
of 0.85 MHz per degree Celsius.  So, considering the speeds involved here
I doubt this is a problem for you.

As others have mentioned, memory paging (swapping to disk) is a likely
suspect.  Once BOINC has ceased executing, CPU usage is not a problem,
but what it's left in memory (to the exclusion of other stuff) could be.
