File Organization by Tags

It would be interesting to have a way of tagging programs in the 
Applications folder.  So often the name doesn't give a clue as to what 
it actually does.  And if its been months since you tried a program you 
may not forget its intended function.  You can color code the file names 
by color labels in Finder of course but that doesn't give you enough 
categories.  I'm thinking of something like how iTunes and iPhoto offers 
options on tagging their files.  Maybe there is something obvious I'm 
forgetting or missed?  For example, I would prefer to group all my 
Browsers in a Browser folder in Applications, likewise all my Text/Word 
processors and others but apparently this can mess updates up a lot.  So 
we need to leave the Applications folder intact then tag each file in 
the Applications folder for different group organization.  What I've 
done, and admittedly its a little cumbersome, is to set up a folder just 
for shortcuts.  Audio/Backup/Browsers/Burning/Chat/ etc each are 
organized but sometimes I forget to input the shortcut when I'm 
installing a new program.  It would be far better to tag the Apps 
themselves in the Application folder when installing the program in the 
beginning.
