Looking for the best OS for mom's G3

I bought a blue G3 for my mom to get online but it has 9.1.
I hail from the PC world but I'd like to her her started on Mac and
right now she's only interested in web surfing. This is the first Mac
I've dealt with so any help on how to obtain 10.? would be great.
I have a nice dvdr collection I can offer some in trade for the best
OS for the G3. Thanks.
