Get a list of high quality packages, find out what other ecomomists use,
and choose a _different_ high quality package because life will be more
interesting when you don't get the same answers everyone else gets.
Unless you rely on missing value handling, don't rule out general-purpose
matrix languages like IDL and Matlab -- both are strong in particular
areas (Matlab has sparse arrays, IDL at reading binary data structures)
that may be im****tant for a particular problem while providing a solid
foundation for implementing stats procedures. Matlab has a (extra cost)
stats toolbox.
