PList Compiler Cannot Open Output File

I have the weirdest problem.  I suspect something isn't installed right
on my Mac but I don't know how to fix it.

Each of my project contains a .plc source file - Property List Compiler
source.  I think it's supposed to generate an Info.plist when it's
compiled, but I've never used one before.

In all my projects, I get the message:

       Error: Property List Compiler - Cannot open output file.

I am using CodeWarrior 10 on a G5 running OS X 10.4.7.

I expected the problem to be an unwritable directory, but I've used "ls
-la" throughout my project.  I own and am the group owner of all my
files and directories, and all my directories are writable by owner.

This happens on a fresh checkout of our source code.  The project has
been in development for months.  This never happens to any of my
colleagues, just to me.

Searching Google on the web or in this newsgroup didn't turn up any
clues.
