MPEG Streamclip, ffmpegX, QuickTime Pro, and a whole bunch of others.

FYI: AVI is a container format and whether a particular AVI can be
converted to MPEG-4 or anything else will be dependent upon the codec
employed when creating the AVI.

FYI#2: DivX is a variant of MPEG-4. Generally, that which is considered
DivX (or xvid) is a descendent of ASF MPEG-4 encoding and what is
generally labelled as MP4 employs H.264 (or some other AVC) encoding
scheme.
