The game I was thinking about was "Galactic Frontiers". Not as complex 
as some as the alternatives in this field, but it looks good and is 
immediately understandable and playable.

Having looked at it again, it doesn't necessarily match your 
description, as ****ps are all equal, but you can sacrifice ****ps to 
raise various attributes of planets.
