Sounds a lot like Galactic Frontiers. It's like the standard space
strategy game stripped down to its absolute essence. You have a little
star field in a window, then another window that lets you make adjustments
to planets. Planetary production is ****ps, then you can spend ****ps to
improve the various numbers on each planet, like radar, defense, etc.
It was a fun little game, nice to play quickies, although a little
simplistic. There are screenshots here, you can see if they ring a bell:

For a modern version of this you may try Pax Galaxia. It's realtime and
therefore faster paced but has the same kind of delightful simplicity.
