Well OS X Mail says it will delete the copy off the server once its been 
removed from my Inbox to mirror one to the other.  Unfortunately that's 
not working here.  Deleting something in my Mail Inbox doesn't have any 
effect on my webmail Inbox.  But it should.

Please look at OS X Mail, in Preferences, in Advanced.  Do you not see 
"Remove copy from server after retrieving a message" and below that an 
option to select "When removed from Inbox"?  Unless I can't read English 
I would say that with that properly working my Mail Inbox should mirror 
my webmail Inbox.

Yes - that would be nice if IMAP mirrored created folders in OS X.  But 
for now, I'd be happy if this well thought out feature in OS X Mail 
actually worked.
