No it doesn't.
What you seem to be talking about is apps keeping temp files as they
work, which is neither rare nor unique to platform (or uniform for the
whole platform)!
But you decided it was doing something impossible -- detecting a
voltage differential and then writing all current work to the hard
drive in the instant before it loses all power. That isn't happening.

But you wrote that Windows has done it for a long time, and that it
does NOW. That isn't about future tech, it's about today.

The problem is that YOU decided to describe what was happening in a way
that is impossible.
If you instead describe what actually happens, and in which programs,
you'll find that we've already talked about what is going on, and it
isn't about platform.
