You can use MinGW to build Win32 executables (EXE, DLL, etc, in GUI or
console flavours) from OS X. MinGW is a complete GNU toolchain
including gcc, gas, and associated utilities.

Eclipse (http://www.eclipse.org/)
makes a top-notch IDE companion - I
like it better than Xcode for ****table projects.
