It was interesting to learn that back in 2005 eBay submitted this to the 
ACCC with respect to an exclusive PayPal method of payment for a proposed 
digital downloads category.

"Arguably the proposed conduct could constitute exclusive dealing that
falls 
within sections 47 (6) and (7) of the act. However section 93(3A) of the
Act 
provides that if a cor****ation notifies the Commission of conduct which 
falls within the definition of exclusive dealing in  sections 47 (6) and
(7) 
but if the Commission is satisfied that the likely public benefit from the

proposed conduct will not outweigh the likely detriment, the Commission
can 
provide the cor****ation with notice of that decision accordingly.

The outcome was that the ACCC granted immunity at that time

At this time eBay has been touting the "benefits" of exclusive PayPal 
payment. They say that there will be extra security for buyers and sellers

with their proposed changes.
