Adding sounds

Under Sys 9 it was easy - you could move sounds in and out of the Sound
Effects areas (now under Sys Prefs in OSX) - but I would like to im****t
a sound into Sound Effects and can't see how to do it. Can someone tell
me if it's possible and if so, how?
