As an estimate, I would say that Apple puts out a new OS about once a year
to 
two years. Not sure what that has to do with whether you buy a laptop or
not.

I have found new machines to be a better buy that picking up something
used. 
People just seem to want too much for a used machine. And with a new unit,

you get a warranty.

So I would say that the new MacBook is a good value. I wouldn't get the
high 
end machine unless you are planning on doing something like high end 
PhotoShop that needs the fastest processor.
