You might start by looking at System Preferences -> Network
And you might look at Applications -> Internet Connect
And finally Applications -> Utilities -> Network Utility
For us to figure out what could be wrong I think we need more
information:
How do you connect to the internet?
Phone modem?
Cable modem?
DSL modem?
Bluetooth to Cellphone?
Bluetooth to Cellphone data plan?
Is this a direct connection from the iBook to the Cable or DSL
modem?
Or do you use Wifi (aka 802.11b/g/n wireless base station)? If
yes, who made it, and what model is it, and is it a 'b', 'g', 'n',
or one of those 108mbit very non-standard beasts that don't want
to work with anyone else's equipment.
Do you have a router? This could be a wireless base station as
most of them are routers, or it could be a dedicated router, or
the router could be integrated into the Cable or DSL modem. If
yes, who made it, and what model is it?
Do you know if your ISP requires you to login?
Does your ISP require you to use PPPoE (Point to Point Protocol
over Ethernet) along with your ISP username and password?
